Final manuscripts are those accepted by the journal but not yet laid out in the publisher\u2019s formatting.<\/span><\/li>\n<\/ul>\n<h4>Data<\/h4>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">All federal agencies over $100M annually in R&amp;D required to make data stored and publicly accessible to search, retrieve, and analyze.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Scope: data necessary to validate research findings, including data sets used to support scholarly publications. <\/span><\/li>\n<\/ul>\n<\/div>\n<\/section>\n<section class=\"expandable\">\n<h3><a href=\"#\">White House Office of Science &amp; Technology Policy memo (2022)<\/a><\/h3>\n<div class=\"content\">\n<p>On August 25, 2022, the OSTP issued a memorandum, <a href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2022\/08\/08-2022-OSTP-Public-Access-Memo.pdf\">Ensuring Free, Immediate, and Equitable Access to Federally Funded Research<\/a>, to make taxpayer-funded research immediately available for the public to freely access and use.<\/p>\n<p>This guidance updates and strengthens the <a href=\"https:\/\/obamawhitehouse.archives.gov\/sites\/default\/files\/microsites\/ostp\/ostp_public_access_memo_2013.pdf\">2013 OSTP directive<\/a> by calling on all federal agencies to generate policies that eliminate the 12-month embargo on making articles and data open. <a href=\"https:\/\/libraries.mit.edu\/news\/white-house-releases\/33369\/\">Read the Libraries news story on the 2022 memo<\/a>.<\/p>\n<p>*Federal funders are releasing public access policies based on the 2022 memo at different times. If an update is not noted, the information refers to policies resulting from the 2013 OSTP memo. We will update individual agencies&#8217; guidance as they release it.<\/p>\n<\/div>\n<\/section>\n<section class=\"expandable\">\n<h3><a href=\"#\">DOD (Department of Defense)<\/a><\/h3>\n<div class=\"content\">\n<p>DOD released its <a href=\"https:\/\/discover.dtic.mil\/wp-content\/uploads\/2024\/12\/DoD_PublicAccessPlan_Dec_2024.pdf\">public access plan<\/a> in December 2024. DOD has not yet released its public access policy.<\/p>\n<p>Current\/old policy:<\/p>\n<h4>Publications<\/h4>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Submit final peer-reviewed journal manuscripts (or the final published article, if the author has rights) to the <\/span><a href=\"http:\/\/www.dtic.mil\/dtic\/submit\/submit.html\"><span style=\"font-weight: 400\">Defense Technical Information Center (DTIC)<\/span><\/a><span style=\"font-weight: 400\"> upon acceptance for publication.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Articles must be available no later than 12 months following publication.<\/span><\/li>\n<\/ul>\n<h4>Data<\/h4>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Data management plans required, focusing on data \u201crequired \u00a0to validate research findings.\u201d<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">DOD will develop requirements for authors to submit metadata to <\/span><a href=\"http:\/\/www.dtic.mil\/dtic\/\"><span style=\"font-weight: 400\">Defense Technical Information Center<\/span><\/a><span style=\"font-weight: 400\">. The metadata for scientific data will include, at a minimum, the common core metadata schema in use by the federal government, found <a href=\"https:\/\/project-open-data.cio.gov\/\">here<\/a>.\u00a0<\/span><\/li>\n<\/ul>\n<\/div>\n<\/section>\n<section class=\"expandable\">\n<h3><a href=\"#\">DOE (Department of Energy)<\/a><\/h3>\n<div class=\"content\"><a href=\"https:\/\/doi.org\/10.11578\/2023DOEPublicAccessPlan\"><span style=\"font-weight: 400\">DOE public access plan<\/span><\/a> (updated &amp; in effect October 2024)<\/div>\n<div><\/div>\n<div class=\"content\">Implementation timeline: For publications and data, DOE issued guidance in December 2024 and requires full implementation by December 31, 2025. For persistent identifiers, the OSTP Public Access Memo requires new policies to be issued by December 31, 2026, with full implementation by December 31, 2027.<\/div>\n<div class=\"content\">\n<h4>Publications<\/h4>\n<ul>\n<li>Submit the full-text accepted manuscript of a journal article and associated metadata to DOE\u2019s Office of Scientific and Technical Information (OSTI) through <a href=\"https:\/\/www.osti.gov\/elink\/forms.jsp\">E-Link<\/a> or through labs\u2019 publication management systems no later than the publication date of the article.<\/li>\n<li>If the article is published open access (not behind a paywall), submit the OA article and metadata to DOE. DOE will provide immediate, free public access to submitted publications through its designated repository <a href=\"https:\/\/www.osti.gov\/pages\">DOE PAGES<\/a>.<\/li>\n<\/ul>\n<h4>Data<\/h4>\n<ul>\n<li>New guidance for data will be developed for implementation, which will cover details as described in the 2023 plan.<\/li>\n<li>Applications require a data management and sharing plan (DMSP), a living document which covers \u201cunclassified and otherwise unrestricted digital scientific data arising from research and development activities undertaken with DOE funds,\u201d (including those data and materials not in publications) and at a minimum address \u201cwhat data will be publicly shared, the data or metadata standards that will be used, any related tools, software, or code, how data will be shared and preserved, and any necessary data protections.\u201d Costs may be included in the proposed budget. <a href=\"https:\/\/www.energy.gov\/datamanagement\/doe-requirements-and-guidance-digital-research-data-management\">Current DOE guidance on DMPs<\/a><\/li>\n<li><a href=\"https:\/\/libraries.mit.edu\/data-management\/plan\/funder-requirements\/\">Go to the Libraries data management website for more details<\/a><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<\/div>\n<\/section>\n<section class=\"expandable\">\n<h3><a href=\"#\">DOT (Department of Transportation)<\/a><\/h3>\n<div class=\"content\">\n<p><a href=\"https:\/\/www.transportation.gov\/sites\/dot.gov\/files\/docs\/Official%20DOT%20Public%20Access%20Plan%20ver%201.1.pdf\"><span style=\"font-weight: 400\">DOT public access plan<\/span><\/a> (based on 2013 directive)<\/p>\n<h4>Publications<\/h4>\n<ul>\n<li><span style=\"font-weight: 400\">Submit final peer-reviewed journal manuscripts to the <\/span><a href=\"http:\/\/ntlsearch.bts.gov\/repository\/index.do\"><span style=\"font-weight: 400\">National Transportation Library digital repository<\/span><\/a><span style=\"font-weight: 400\"> when articles are accepted for publication, to be made public no later than 12 months after publication. Beyond this, <a href=\"https:\/\/libraries.mit.edu\/scholarly\/mit-open-access\/\">MIT&#8217;s open access policy<\/a> allows authors to hold onto sufficient rights to share this version, though several publishers require waivers.
