ADMINISTRATIVE HISTORY

In November 1980, Massachusetts voters approved referendum Proposition 2 1/2, fixing local tax increases at 2.5 percent. In March 1981 a team of scholars based in the Massachusetts Institute of Technology's Department of Urban Studies and Planning initiated the IMPACT 2 1/2 Project, led by Lawrence E. Susskind. The project monitored the impact of the law and provided nonpartisan analysis. Their findings were published in a 1983 study entitled Proposition 2 1/2: Its Impact on Massachusetts, edited by Susskind, and in the semimonthly publication Impact: 2 1/2.

SCOPE AND CONTENT NOTE

The collection includes drafts of articles and case studies for a proposed second volume written by project staff concerning the effects of Proposition 2 1/2 on local governments in Massachusetts. Also included is the project newsletter, Impact: 2 1/2.
